OH RITA Double taxing Misc income

OH RITA return is double taxing misc income.  First, the client moved during the year. Next, RITA picks up rental income correctly and splits 100% of it between each city. However, for 1099-MISC income, instead of picking up 11,000 total and splitting it, it's picking up 18,500 and splitting it.  Is there a separate entry for this to be correct?

I know it says double taxed income is offset by a credit for taxes paid to another city. However, while it increases the tax credit by $100, it's adding $100 to the tax from Sch J.  Anyone else having this issue?
