Is ProConnect available for my small tax prep service I provide for friends and family and their businesses.

Yes, it is.  If you haven't, sign up for a free trial account and take it out for a spin.

    It is available for ANYONE.

    You will need a PTIN to file for a fee https://www.irs.gov/tax-professionals/ptin-requirements-for-tax-return-preparers

    You will need an EFIN to e-file https://www.irs.gov/e-file-providers/become-an-authorized-e-file-provider
