Question

My client has state withholdings from a state other than their home state. How can I get the withholdings back without NR penalty?

My client resides in Virginia.  The withholdings are for Maryland.  Maryland is assessing a non resident penalty.

Give more information. What is the tie to Maryland that is creating this "penalty"?
