Is there any way to configure Intuit Link to send you an email/text when a client uploads a document?

Unfortunately not. Link used to notify the accountant on a daily basis (not in real time) by email in case a client had had any type of activity in Link. This was before they "enhanced" Link early this year, which was a fiasco.

In a recent townhall over FB with PTO's Senior Product Manager, Steve Wheelis, Steve did say that they are working on it but it is apparently not yet in place as of now. He did not, however, commit to an ETA. Hopefully, it would be in a later release before the filing season starts. See 18:16 in this recorded video of the townhall for Steve's comment about notification.

BTW, you can still see a full list of your client along dates of their last update, if any, by clicking on Intuit Link on the left panel. Alternatively, you could see the latest activities from within the Tax Return by clicking on the "New" icon on the far right and that will bring up the drawer with all the contents within Intuit Link for that particular tax return.

It is not Intuit(ive) or user-friendly but that's what we have in Link at this point.
