Is there a way to review an XML or what is being sent to the IRS?

I doubt it. I cannot imagine a programming entity would allow you to see the stream, which would provide some access for reverse engineering. Have you considered getting the standards, style sheets, and other requirements directly from the IRS? That what everyone uses to write their programs.
