IRS Communication Help

Has anyone had issues getting the IRS to respond and found a way to get them to? I have had a client that I believe was wrongfully penalized for underpaying estimates. I have been communicating with the IRS for a year now. They first told me to complete Form 843; then said Form 2210 needed to be completed. I faxed it to them and they lost it. I mailed it to them with tracking and they claimed they didn't get. They are now acknowledging they received, but sent my client a letter stating that they are delayed due to the pandemic and there is no timeframe when it will be addressed. I've tried to call the taxpayer advocacy line and all it does it refer to the website and hang up. I don't know what to do anymore and am looking for anyone who has experienced this and how they were able to resolve.

thank you.

Keep trying and keep waiting. This is situation normal.

The more I know the more I don’t know.

We live in a democracy.  The people voted to tell you to shut up and go away.
