How do you input a State NOL in a 1040 on ProConnect Tax

On the same input screen you use for federal NOL, there is a line for Carryover available in 2022.  If the state's carryover is any different, you would leave the first entry as is but code it to US.  You would then create a new line for the state, code it for that state, and use S for Source.
