Question

How do I resend a rejected state return when the federal and 2nd state were accepted? Do I have to pay Intuit for the second sending of that state?

You can fix the error and transmit again. There is no addritional cost.
Answers are easy. Questions are hard!

    1. Fix whatever caused the first state to be rejected;

    2. Go to the File Return tab;

    3. Unchecked the boxes for e-filing Federal and the second state but leave the first state checked; and

    4. E-file the first state again.

    As George says, you won't be charged again by Intuit.
