How can I fix a rejected return that keeps submitting as amended even though it was never originally accepted

I have a return that has been rejected 3 times because it keeps including a 1040x in the submission packet when there was never an original submission accepted. I have tried creating and submitting a new return, but the rejection is still saying an amendment can't be processed because they haven't received the original filing.

Is the 1040X clicked on the first screen for e-filing? Is there anything filled in on the 1040X? When you go to preview the return is the 1040X showing as a form?

I have made sure the only boxes checked are the main return boxes. (The top boxes for both the federal and state return under the profile section.) There is info showing on the 1040x but it is exactly the same in both columns.
