The IRS posted 2020 Form 8918-E in Current Forms and Publications on its website on 02/11/2021.  Why does Federal Form 8915E still give a Critical Diagnostic "Federal Form 8915E is included in draft form." and the final form without watermark for 2020 Form 8915-E is not expected to be released until on or after February 23, 2021 in ProConnect Tax Online?

Because now that IRS finalized it, the software companies have to submit their versions of the form to IRS for approval before making them available in the program.  This approval process can take multiple weeks.
