Filing 1040 and state (WI), however may want to file WI first, then 1040, can I do that within ProConnect?

tax year is 2019, may file WI return first, to set up installment agreement before filing 2019 1040

Yes you can. https://proconnect.intuit.com/support/en-us/help-article/electronic-filing/state-e-file-methods-standalone-vs-piggyback/L11dxp3xr_US_en_US shows WI can be standalone or piggyback.
