EIC using 2019 Income

Client wants to use 2019 income to qualify for a larger EIC in 2020. In 2019 they were disqualified for the EIC because their investment income was too high. Does the fact that they did not qualify in 2019 have any effect on them being able to used their income from 2019 for 2020 EIC?
