Education Credit for Foreign University

Is undergraduate tuition at a foreign (UK) university eligible for an education credit on Form 8863? It was my understanding that if the foreign university was eligible for financial aid, it was eligible for the credit (link is below for the university).  However, the university does not have an EIN number and so I am unable to submit on ProConnect.  The return rejected with the IRS when I try without an EIN.  Does anyone have any ideas?

Try using ForeignUS for the EIN.

    Unfortunately, I tried that.  I should have mentioned that in my original post.  The return still rejected even if I indicated ForeignUS for the EIN.
