Does anyone know why a 1099-G would not be populating into schedule 1 of a return?

The income was for a state income tax return for the previous year.

They didn't itemize last year? If they did itemize, they didn't get a tax benefit from the amount refunded?

Or, user error.

The more I know the more I don’t know.
