Question

Colorado resident made money in Nevada. Nevada does not have state taxes, so no taxes were taken out. Intuit is showing the individual owes money in CO. Is that right?

Yes.. a resident is taxed on ALL income.  There is often a credit for the other state taxes paid on the double taxed income.  BUT, as NV has no income tax - no credit.
