Can I stop a federal return from completing the e-file process whose e-fle status is transmitting/received by intuit but not by IRS

Only if you can go to Intuit and pull the plug on their computers.

    As a side note, I think when Intuit announced that they would hold returns, they issued a little caveat about once you submit the return it is gone and it ain't coming back.  They really meant it.
