Can client contribute maximum (or any amount) to Roth IRA filing MFJ with AGI of $240k? If yes, is it just considered non-deductible?

No, not directly.  Roth contributions are never deductible, even when the contribution is allowed.

There could be options for "backdoor" Roth IRAs though.  You should Google for more information about that.
