1099-NEC Contractor lives in Maine

I am a business owner. I completed 1099s with Quickbook's service. Near completion, I got a notice that I have to file with the State of Maine. I paid one Independent Contractor who lives in Maine over $600, did not withhold taxes, and sent them a 1099-NEC. Do I truly have to file one 1099 through the State of Mine's tax Portal?
