why the returns are being locked?

every single return i work on is being locked.  i have to go manually to "File- properties- and uncheck box" "LOCKED" . Even though i uncheck the box and save it.  in 5 sec. later same thing. Its numerous times during data entry.  SOOOOO annoying.  please help.  did i do something?
