Why profile is showing error in line 20700 as prompt to reduce RPP deduction amount when T4 and T4A does show any amount?

Warning!  ' Please, consider to reduce the RPP deduction amount. '   The link takes one to line 20700 ( an empty line on the T1)  This in turn carries one to the T4 entry form. This client has NO T4s and ZERO on the RPP line. 

I noticed this question was asked earlier this season. Would anyone know what is triggering this warning.
