permanent resident

My client is in the process of sponsoring his girlfriend's permanent residency through a common-law partnership. They’ve lived together for all of 2021. She is legally here though has not been able to legally work, therefore my client has been fully supporting her.

She doesn't have a SIN currently; I suspect she is not eligible yet as the application for permanent residence is still being processed. Similarly, she isn't eligible for OHIP or a temp work visa at this time.

She hasn't had a job here, and was last employed in USA in May of 2020 and has been here since March of 2020.

Q1: can I file her return without a SIN#?

Q2: can I claim a spousal/dependent amount for her?

Yes, you have to have a SIN.  She should have been assigned a temporary number starting with a "9" by Service Canada, or maybe a TIN by CRA.  In either case, you cannot claim her as a dependant or file a return for her without that, as far as I am aware.  As a resident of Canada, her immigration status is irrelevant.  A permanent resident of Canada should file a tax return.
