My client is a commission sales employee who works from home. He moved more than 40 KM to a new home. Employer and job were unchanged. Can moving expenses be claimed since the “home office” moved?

No, not if he is still an employee with the same employer and the employer's business has not moved.  It would be different if he was a contractor/sole proprietor operating his business out of his home office.  In that case, he should be able to claim the moving expenses.  In this case, he is an employee so he cannot claim moving expenses.
