Home Buyers tax credit question

I have a client who moved here from the USA. They owned/lived in a house in the USA prior to Canada. I'm trying to determine if they qualify for the home buyers tax credit. Everything I can find doesn't indicate whether or not owning/living in a house in the USA disallows you from claiming the tax credit in Canada.

You cannot apply if you or your spouse have owned another home in the year or the prior four years.  It does not matter where that home was. So they would not be eligible.
