HELP! Welcome to Canada Tax refund (?)- International Student Client...

I have an east Indian international student client who keeps mentioning that she is eligible for a "Welcome To Canada tax" refund. 

Has anybody heard of that tax refund/credit? I searched it in CRA and couldn't find a thing, and she keeps insisting her friends got it.. 

 

Has anybody had a client talk about it? I am confused, I think she is talking about the benefits like GST/CAIP...

I found this. 

The “welcome to Canada” phrase comes from Samarjit Khaira, an accountant in Halton Hills, Ont., who has many international students as clients. He came up with it six years ago, in an effort to encourage clients who were newcomers to Canada to file their income-tax returns even though they weren’t yet employed here.

Benefits include payments for qualifying families with children, a rebate of the Goods and Services Tax (GST), or Harmonized Sales Tax (HST) – known as the GST/HST Credit, and certain Provincial & Territorial benefits and credits.
