Digital news subscription tax credit line 31350

Can anyone subscribe to digital new claim this amount on line 31350? I did for one of my clients (retired couples) and there was no changes in tax refund? Not sure if I am doing it right.

Any help will be appreciated.

As per the changes, it will increase the non-refundable tax credits by 15% which is max 75 which in turn, will reduce the federal tax, so it the net federal tax is already 0, it wont change the refund, because its a non-refundable tax credit
