Claiming provincial tuition fees

My client was in BC and accumulated tuition fees paid since 2014. He moved to ON in 2018. Can he claim all carried forward tuition fees from BC in ON?

Sorry, but you cannot.  Ontario eliminated the provincial tuition credits a few years back (2017?) so you cannot transfer to them.
