Why is the New Jersey form CBT-100S (S corp return for 2020) not finalized???

Am I doing something wrong?  The form says 'REFERENCE ONLY'.

    Stunning.  Thanks for the info.  I guess the follow-up questions would be, Is this typical of New Jersey? And why is the New Jersey revenue bureau such a bunch of dolts?
