Why is Lacerte calculating a penalty based on the 4th quarter estimated tax payment in the California declared disaster area?

The Lacerte program is unable to determine whether or not the Taxpayer is within the designated disaster areas within California. When preparing a return for an impacted client, any extended payment dates that would not result in a penalty may need to be adjusted.
