Why can't we file TX Franchise tax returns yet with the Lacerte software?

I'm sorry, but FYI, you're asking the wrong audience your very legitimate question.  This is a peer user forum, so none of us will likely know why.  This is a question for Support.

Forms availability (https://accountants.intuit.com/support/en-us/help-article/internal-revenue-service/2023-lacerte-e-file-agency-approval-start-dates/L4O1NgedF_US_en_US) says TBD, which I agree is odd this late in tax season.
