Where do I enter info from Form 8986 Line 20 Code AD?

You need to manually complete Form 8978, which Lacerte does not support. Enter any additional tax from Line 14 in Screen 45.3:

 

I personally enter the interest and penalties component in Screen 8, so that it gets included on the Tax Summary and the 1040-V.

In 2019, Form 8978 required a paper filed return; you couldn't even attach it as a PDF and e-file, because it wouldn't pass e-file specs.  

Also, don't forget to adjust all your carryforwards.
