When will Lacerte 2019 be ready? I looked at the release dates but I do not understand what release 1, release 2, release 3 means? When can I start filing tax returns?

Assuming you are asking about individual returns, no, you can't file a 2019 return until early 2020.
The first "beta" software is usually available in mid-November, but it is never close to ready for actual filing, nor is the IRS.
