Unable to use the Exempt Module

The exempt module has always been part of our license and there is a data file with data in it but we are not able to switch to that module.  It is grayed out.  Anyone have suggestions?

Possibly you did not install them in your initial setup. https://proconnect.intuit.com/community/install-products/help/installing-additional-tax-modules-and-states-to-the-lacerte-tax/00/5064

    Your issue is due to that module not being installed. Please run websetup and check the box for 990 for US.

    Yes but it was installed because it has data in the file.  Did it just somehow uninstall itself?
