I do not file electronically and have the PDF of 114 generated by Lacerte but unable to upload to

https://bsaefiling.fincen.treas.gov/main.html. I tried internet explorer as suggested by their support. Please help. Thanks.

You can't. Assuming you already have an e-filing account set up with FinCEN, you will need to use their own FinCEN Form 114 in PDF format to complete, validate, and submit the form on a discrete basis. The form prepared using Lacerte or any other tax software are not be compatible and cannot be uploaded to FinCEN for fiilng.
