Recovery Rebate Credit - Alternating Dependent

Mother and Father are divorced.  They alternate claiming the dependent child.  In 2019 the father claimed the child and received the 1st and 2nd stimulus for the child ($500 and $600 respectively).  In 2020 the mother will be claiming the child.  Will she be able to collect a recovery rebate credit for the same child?  The system asks the amount she actual received ($1200 and $600 for herself only) - it then allows her to also receive the $500 and $600 recovery rebate for the same child.  Is this how it was intended to happen?

That's how it works, but you would have to ask our friends in Washington if it really was "intended".
