Reconnect Penalty

 I have on my bill a Reconnect Penalty of $50.  What is it and where did it come from?

    I think it is to replace the incorrectly charged sales tax on REP and it is part of improvement in the billing system. Maybe @IntuitAustin or @IntuitBettyJo could look into this new feature.
