PAYMENT FAILED

I received a statement with $0.56 balance due (Unpaid Balance Fee).  Does anyone know what that fee is for?  I don't really care so I went in to pay it and I get Payment Failed ERROR CODE: EBPI-400-BILL-040

What is that error code and how can I get this balance paid?
