Why isn't Lacerte generating form IT-398 for NY nonresident return.

Lacerte generates the IT-398 for resident and nonresident of New York returns when there is a difference in the federal and New York depreciation. The program marks the IT-203 Nonresident and part-year resident box on top section of IT-398 to indicate the taxpayer is nonresident or part-year resident.
