MFJ FOR FED, T LIVES IN WV, S LIVES IN PA, SPOUSE HAS SIGNIFCANT INCOME, HOW TO GET AROUND REP PAYING FOR SPOUSE PA RETURN, DON'T NEED T WV RETURN

First, I'm confused on this part "...S LIVES IN PA, SPOUSE HAS SIGNIFCANT INCOME, HOW TO GET AROUND REP PAYING FOR SPOUSE PA RETURN..."

If the spouse lives in PA and has significant income, why wouldn't you need to file for the spouse there?

Second, for this part "T LIVES IN WV...DON'T NEED T WV RETURN" I see in TheTaxBook that WV residents are required to file if they are required to file a federal return. Is the taxpayer somehow not required to file?
