1040 Schedule A, Line 2 is not using form 1040 line 11.  It is taking line 11 before the charitable contribution deduction.  Is that the proper treatment?

If you want the $300 above the line deduction, you must check the box to force standard deduction. This generally does NOT force standard deduction for the state.
