Login and password inputs do not appear when trying to login 2019

Tried to login to 2019.  Face a blank screen where there had been "login"  "passwrod" 

 

Years ago I remember this had to do with Internet Explorer being used as a conduit for the login screen so I thought I would update IE.  Instead I am led to "Edge."  Still can't login.

 

What to do?  Who to call?  Force install does not work.  Does not recognize me as administrator even though I am the only user.

If FORCE does not work have you tried the new Lacerte Tool Hub https://proconnect.intuit.com/community/help-articles/help/fix-common-problems-and-errors-with-the-lacerte-tools-hub/00/71892?src=lctoolhub51420

If that fails, I would use Windows to uninstall Lacerte. Reboot. Install Lacerte.
