Locking clients

We are having issues locking clients for the year.  We have one user who is able to lock and unlock clients and the rest of us say that the user (the person trying to lock the account) has the file in use. 

Anyone else experiencing this?

Clients are Windows 11 23H2

    Right-click on the client and choose Lock Return. It's different, but not significantly more time consuming.
