IRS Shutdown for Personal returns

Does the shotdown for Personal efiled returns on November 21, 2020 also apply to amended returns?

I'm pretty certain that those will be shot down too.  They are shutting down the 1040 system - I'm not sure how they could shut down part and a leave a crack open for amended returns to trickle through.
