IL treatment of unemployment benefits under American Rescue Plan

Have a client with modified AGI > $150K so not eligible for excluding any UI benefits per the American Rescue Plan Act provisions however they are IL resident and diagnostic indicates IL's adjustment related to this Act is currently under development.  Currently the return has IL following Federal treatment so no exclusion is being given.  Should we hold off filing return pending IL potentially changing and allowing the exclusion ?
