I am preparing a 2018 tax return. The client had her bank account levied by the franchise tax board. where do I enter that payment?

I would put it as "Additional Estimated Tax Payments"  - Screen 6.

I'm not sure if you can enter a recent date; you may have to fudge one.  There's no way the software will compute the penalties/interest correctly any way, so warn your client there will be additional amount owed.

Is this an original return, or an amendment to a "substitute for return" that CFB prepared?  Was the levy in 2018, or was it just for 2018 taxes?  Is she itemizing deductions on the state return?
