How do I manually overide CA Form 568 line 9 to show $0 tax withheld?

That info flows from entries for F 592-B/or F 593.  

Right click on line nine & use the jump to feature to find out where the amount if coming FROM.

Edit - most likely you entered info on Screen 54.013, code 49 (2018 resident/nonresident withholding or real estate withholding)

It's in the first section, six lines up from "Additional Linked Business"

AND, fyi - overriding in Lacerte is seldom necessary OR wise...
