Forgetfulness, human nature and whatnot

Why is it that some people forget to give me Form 1095-A, Health Insurance Marketplace statement?  

I'm enjoying learning about my clients, not just as taxpayers, but as people. 

It could be as mundane as forgetting a piece of paper or being busy with family or work.  But I wonder if it is something else?  Maybe it's a government "handout" that isn't noticed until it is needed.  My clients who forget about it are people who don't need medical care, so it isn't . Whereas a Netflix subscription, is much easier to remember because it is used more frequently.

It's annoying because I don't discover it until the e-filing is rejected.

Why is it that I forget to ask clients what they are doing for health insurance, when it's fairly easy to spot those that are not covered by Medicare or a large employer?  Is it because it's a question I didn't need to ask 15 years ago?
