Are you able to e-file a Form 1040 (with direct debit) and CA Form 540 after the extension deadline of October 15, 2020?  Or do you have to pay the Federal balance due via irs.gov / mailed check and paper mail the returns?

Yes you can if you do it before efile shuts down in November. Otherwise you have to file on paper or wait til it reopens in January.

The more I know the more I don’t know.
