e-file state while Federal e-file system down for maintenance

Are we able to e-file state returns after 11/21/2020 while the IRS e-file system is down for maintenance?

Thanks. What about other states such as Pennsylvania? 


No, not for PA, which is a piggyback state.  See this article for the list of standalone vs piggyback states:

Generally No. There was an in program alert that I think said you could still efile CA and one other state.

    So they 'said'... but CA piggybacks on the Fed so I don't see how it will work.  And I have no returns to experiment with.
