Can you e-file a 2021 Form 1040 (prior year tax return)? If possible, can a balance due be paid electronically with a specific date?

Yes you can still efile 2021. Currently you can efile 2020, 2021, and 2022.
You can pay electronically but only using the submission date. You can't efile today and say take the payment next month.
