"do you lose an NOL if you don't file every year? There was no requirement to file 2017 and 2018."

No you don't lose it. If there was any income in those years, even if below filing requirement, some of the NOL may have ben used. You'll need to do the calculations to show the correct carryover. I'd keep all this in the file in case of IRS inquiry.
